Uganda Appoints New National Lotteries and Gaming Regulatory Board (NLGRB)

Uganda has officially appointed a new National Lotteries and Gaming Regulatory Board (NLGRB), ushering in a new phase for the country’s gambling sector. The new board will focus on reforms, enhanced oversight, and addressing the risks posed by gambling, especially among youth.

Transition from Reform to Consolidation

At a formal handover ceremony in Kampala, Hon. Matia Kasaija, the Minister of Finance, acknowledged the achievements of the previous board. He praised their role in transforming the gambling sector from a chaotic and opaque industry into one that is more transparent and regulated.

“The outgoing board improved and grew the institution, making it credible and professional,” Kasaija said. He highlighted the importance of responsible oversight and institutional development.

New Leadership: Kenneth Kitariko’s Mandate

Kenneth Kitariko, the new chairperson, brings over 20 years of experience in finance and regulation. His leadership will ensure that the NLGRB aligns with international standards. Other key members include:

  • William Blick: Focused on safeguarding integrity in sports betting.

  • Esther Akullo: Expert in accountability and strategic planning.

  • Faridah Bahemuka Murungi: Specialist in legal and tax policy.

  • Assistant Commissioner Odong Mark Paul: Leading compliance and law enforcement coordination.

Together, this diverse team is well-equipped to handle the challenges of Uganda’s gaming market.

Strengthening Protection and Safeguards

While regulatory control and revenue generation remain key, the new board will also prioritize player protection, particularly for younger audiences. Government officials emphasized the importance of tackling unlicensed operators, underage gambling, and gambling addiction.

Kasaija reminded attendees that gambling revenue is vital but should be balanced with social responsibility. “The Government values the gaming sector not only as a revenue source but also in promoting responsible gaming,” he stated.

Using Gaming Revenue for National Initiatives

Uganda’s gaming sector already funds national projects, including preparations for the 2027 Africa Cup of Nations (AFCON). Moving forward, the NLGRB will craft new policies and collaborate with operators and stakeholders to ensure the industry’s growth benefits public welfare.

A Regulated, Transparent Future

The new board’s mandate is clear: guide Uganda’s gaming sector into a regulated, transparent, and socially responsible future.
