Italy’s gambling regulator, ADM (Agenzia delle Dogane e dei Monopoli), is implementing a significant overhaul of the nation’s digital gambling sector. Here are the main developments:
Licensing Process Update
- 46 operators have successfully passed the initial stage of the updated remote gambling licensing process
- These operators must now meet specific obligations to proceed:
- By August 6, 2025: Submit full documentation, pay €4 million first license fee installment, and provide financial guarantee
- By August 31, 2025: Sign final agreements
- Current license holders will transition to the new system and pay an additional €3 million fee (unless exempted)
- Existing licenses expire September 17, with a possible extension through September 30
Technical Implementation
- Operators must integrate their systems with ADM’s centralized infrastructure by March 2026
- During transition, both old and new systems will operate in parallel
- Player accounts can be voluntarily transferred to new license holders with user consent and tax compliance
- Non-renewing operators must cease operations by August 17, 2025, and close all accounts by September 17
Legal Requirements
- Companies operating under temporary consortia must convert to limited liability companies
- ADM requires full disclosure of any structural changes
